The state governments of Rio de Janeiro and Bahia have spent a total of 15m on preliminary and World Cup draws in 2011 and 2013, the Folha de São Paulo newspaper has revealed.

Almost £8m of public money was spent on the preliminary draw in Rio de Janeiro in 2011 whilst a further £7m was spent for the more recent draw in Costa do Sauípe.

The ‘Hosting Agreement’ signed between the World Cup Local Organising Committee and FIFA stipulates that the cost of such events should be covered by the organ and not by local governments as has appeared to happen.
