The 59-year-old was favourite to take the job at the Olimpico after the sacking of Caio Junior on Monday.
Luxemburgo, who was dismissed by Flamengo at the beginning of February after a series of high-profile problems at the Rio club, has signed a deal that runs until the end of the year.
He will be officialy unveiled at a press conference on Thursday.
