Flavio Urbanjo, a former military policeman, was shot as he took charge of a local football game in Casa Verde.
Two other people were also shot, with Alfredo Barreto, 54, dying and Silvio Talasko, 20, being wounded in his leg.
According to witness reports, the shooter fired on his victims before fleeing on a motorcycle.
Experts have now been called in to investigate the crime scene.
