Lucas Moura's agent Wagner Ribeiro has told Roman Abramovich personally that he will need to wait until 2014 for his client's services.
Lucas, 19, is a major target for Chelsea this summer, but has made up his mind to stay in Brazil until after the 2014 World Cup - in line with Brazil colleague Neymar.
São Paulo had said a €40 million bid had been recieved from Chelsea, but Lucas' agent believes that is not the case as Abramovich knows his client's ambitions.
"Lucas doesn’t want to go," Ribeiro told ESPN Brasil. "He doesn’t want to leave Brazil before the 2014 World Cup.
"I was at Roman Abramovich’s house with the Israeli businessman Pini Zahavi. If I said that the price was €40m (£32m), he would pay it. But there was no proposal because he knows that Lucas wants to stay in Brazil."
