Neymar has strongly been linked with a move to either of the Spanish giants, and recently admitted that both clubs wanted to sign him.
However, Luiz is hoping that the Santos striker will instead make a move to play in England, after revealing that the 19-year-old liked what he saw in London.
“Neymar’s getting to know London and he likes it very much,” Luiz told The London Evening Standard. “I love it here too. It’s one of the best cities in the world. All I miss is the beach.
“I would definitely like Neymar in my team but it is up to him to decide where he wants to play,” he continued. “But I hope he signs for Chelsea.”
Chelsea had been one of the clubs most strongly linked with Neymar, and were thought to be one of five clubs who had a bid accepted for him earlier in the summer.
The young forward is rumoured to have agreed a deal to join Barcelona in January 2013, but this is yet to be confirmed.
