The Sunday Express reports that Roberto Mancini wants to bring the 20-year-old to Eastlands in a bid to strengthen his defensive options.
Rafael Toloi was part of the Brazil Under-20 side that won the South American Youth Championship in 2009, and then finished runners-up in the U20 World Cup in the same year.
He played for Goias in the Brasileirão last season as the club unsuccessfully battled against relegation, and also helped them to the final of the 2010 Copa Sudamericana.
